SUMMARY:From August 2005 through June 2006, Ramirez forced a 14 year old Mexican girl to work as a prostitute in Maryland and Virginia, instructing her to meet with at least 25 clients a day and to tell the clients that she was 20 years old. The girl depended on Ramirez for basic necessities, and she turned over most of her proceeds from clients to Ramirez. She often lived with Ramirez, who also had a sexual relationship with her. Ramirez was charged with sex trafficking and harboring an illegal alien, but later pleaded guilty. He did not appeal, and filed a motion to vacate after the deadline for filing an appeal had passed. The district court dismissed the motion since it was filed beyond the statute of limitations.
