This course includes a thorough examination of the legal framework, constitutional, statutory, and common law, that empowers and constrains a wide range of federal administrative agencies. We will also look at the ways agencies themselves make law through rulemaking and adjudicate cases. We will engage an array of issues of current concern, including presidential control of agencies and so-called e-government. Professor Mendelson
