SUMMARY:

Strevell contacted a company called "Costa Rica Taboo Vacations," which unbeknown to Strevell, was a sting operation designed to identify individuals who wished to travel out of the country to engage in sex acts with minors. Strevell made numerous calls and arrangements for his visit, confirming that the girl he requested would be between 14 and 15 years old, and "relatively clean." After flying form Pennsylvania to Miami, Florida, Strevell was arrested while boarding his plane for Costa Rica. In his bag was a letter he was supposed to give to the alleged agency person who would meet him at the airport upon his arrival, an English-Spanish dictionary, money, condoms, and a vibrator.
