SUMMARY:

Troy Footman ran a prostitution ring that included three minors, "S.O." (age 17), "A.M." (age 16) and "J-3" (age 14). Footman recruited S.O. from a courtroom by telling her that she would need to earn money through prostitution in order to regain custody of her infant daughter. Beginning in the summer of 1996, the young women were transported from Lowell, Massachusetts to New Castle, Delaware, where they engaged in prostitution at truck stops, giving their earnings to Footman. When one of the minors attempted to leave Footman, Footman responded by brutally beating and raping her.
