SUMMARY:Curtis enticed a 12 year old girl to leave New York City and come with him to Washington, DC.  In Washington, DC, Curtis took sexually explicit photographs of the victim, raped her, and forced her out onto the streets to be a prostitute.

The government was allowed to use evidence of a plea bargain that Curtis made in New Jersey in 1998 in which he admitted to being a pimp and to prostituting women and girls under 18.
